Rule 18 (buoy room) does apply at the finish.  Here, the blue boat would need to bear off and let the red boat in since the red boat has an overlap at the two boat length circle.  Alternatively, if the blue boat can head up and avoid the circle, he could force the red boat past the line.  He could then try to out maneuver the red boat to be the first one back to the line.
